Hello aspirant.

To appear in counselling in karnataka , you need to register with Kea (Karnataka examinations authority).

As you have not applied for KCET , still you can apply for counselling for medical courses . Kea will ask candidates to enter details of NEET examination , at that time you need to pay fees , and you can appear for counseling.
