According to the category rank you have mentioned in the question you cannot get CSE in any of the top NITs until and unless you deserves Home state quota for them as per previous year's cut-offs but yes you can get CSE in some average NITs like NIT Arunachal Pradesh, NIT Hamirpur, NIT Agartala and likewise.

Note that the cut-offs are bound to change every year depending upon various factors.
