Yes there are few NIT's that provide mechatronics program:

NIT Rourkela
NIT Hamirpur

There are few IIT's which also offer this program like
IIT Kanpur, IIT Delhi, IIT Bombay etc.
Also University of Petroleum and Energy Studies(UPES) does have a Mechatronics dept.

Yes, mechanical engineering department of National institute of Technology HAMIRPUR does offer mechatronics course in its final year. and currently no Indian institute of technology‘s or National institute if technology’s have mechatronics
