NO YOU NEED NOT REGISTER AGAIN FOR ROUND 2. IF YOU HAVE registered in 1st round then in 2nd round you will not have to pay again.
If you have done the registration for GIVT college and want deemed seat in 2nd round then you will have to pay 2 lacs for Registration of Deemed Colleges.

Yes ,you have to register once again for the 2nd round of counseling and pay the required amount after the completion of the first round for the all Indi quota seats.

You should check the official website before calling others wrong.Its clearly mentioned there that there would be a second round of registration too.
