That is a question largely dependent on the university/college you are applying to.
If it requires you to submit physically, do that, or online otherwise. Please follow official procedure to be on the safe side during admission.

well now a days all forms are submitting online due to digitalization but it depends on college/universities also whether they want the form to be physically submitted or through online portal,so kindly specify the college/university in which you are willing to apply for.
