Do IIMS consider giving admissions to average students(eligible) for do they just select extraordinary students like toppers, IITians etc?

From 5th standard to your final semester exam in engineering you must have cracked at least 20 to 30 exams. Every time you take an exam, your mind must have played tricks on you, leading to butterflies fluttering in your stomach and you would have imagined that you might flunk the exam leading to goose pimples all over the body. But once you wrote the exam, you came out a topper, every time -- culminating in a distinction in engineering. So, what are you afraid of? Stop listening to your mind that is playing tricks on you, take a deep breath and look at what lies ahead.
The basic requirement to get into IMs is a high percentile in CAT, which you are absolutely sure of getting, as you have an engineering background, and almost all CAT toppers have been engineers and if there's an exception, that just proves the rule that engineers are better equipped to crack CAT with a good percentile than others.
So, surmount the imaginary wall that you have created for yourself that only "extraordinary toppers like IITians" can get into IIMs. There are around 3300 seats in all IIMs taken together and these seats are definitely not peopled by IITians alone.
With your very good academic records you stand an excellent chance of getting into any one of the IIMs or an MBA pogramme run by IITs or IISc, which are as good as the ones by IIMs. IIMs also look for geographical diversity and you stand a good chance if you get a call from, say IIM Kozhikode or IIM Calcutta.
So, prepare well for CAT and make a plan 'B' by appearing for XAT as well. Do well, and you can achieve your dream. Well begun is half done, so, start your prepartion for CAT, XAT in right earnest and forget your imaginary enemy and hope for the best. If you have the will, you can certainly crack CAT with a good percentile and get into an IIM of your choice. Best of luck!
Don't demotivate yourself, you can also take admission in IIMs but you have to clear CAT with good percentiles and give your best in GD& PI then definitely you can get admission in IIMs but yes at some points if is true that they check the whole education background of a student but you don't worry work hard

Getting into IIMs depends all on your performance in CAT plus your profile plus your performance in the second round of GD and interview. After CAT exam every IIM prepares a merit list to call students for next round of interview based on your aggregate score which comprises of many parameters such as CAT marks, 10th, 12th and graduation percentage, work experience, engineer or non-engineer, gender whose weight varies for all different IIMs. There are no marks weightage in the aggregate score used to create merit list for being an IITian.
Of course being a topper of any college gives you a little advantage as you will have more percentage in 10th, 12th and graduation which will fetch you a little more marks in your aggregate score. But overall weightage of the academic score in first merit list is only around 10-20%, maximum weightage is given to CAT marks which are entirely in your hand depending on your performance.
If you get a call for WAT and interview from any IIM then in the final merit list overall weightage of the academic score is further reduced to around 5-15% whereas maximum weightage is given to Personal Interview, CAT marks and WAT which is entirely again in your hand, depends on your performance. There are IIMs like IIM Kozhikode which has 0% academic weightage in the final merit list and IIM Indore which is the only exception IIM which gives a little more weightage to academic records even more than CAT marks. But the rest of other IIMs follow the almost same ratio of weightages.
Generally for top IIMs like IIM A, B and C you need to have above 99.7+ percentile to get a call for the second round. For other old IIMs like IIM K, L and I you need to have above 98+ percentile. For new IIMs you need to have 95+ percentile to get a call. As I told earlier that other factors are also involved and you have an average academic profile so to get a call for second round you need to aim for a little higher percentile as suggested above. Once you get the call give an excellent performance in the second round and then nobody is going to stop you from getting admission in any IIM.
So, in short, don't have any myth like you asked in the question prepare very hard, aim for a very high percentile in CAT and then you can definitely get into most of the IIMs.
