Rohit, you haven't mentioned whether you are enquiring about any entrance examination or a hostel. If it is for an Entrance examination, there is no way a phone or any electronic device is allowed. In exams like JEE and NEET, even a watch is not allowed. But if this is regarding a hostel, any hostel would allow a phone because it has become more of a necessity and less of a luxury now.
