Actually there is no cut off for CAT exam but yes every college has its own sectional cut off and overall cut off. Getting sectional does not at all guarantee you getting a call from any college.
Getting a call depends on the college from which you are waiting for a call. For example every IIM has its sectional cut off and also overall cut off. So you need to clear both sectional and overall cut off along with a good profile because CAT marks is a major criteria but not the only criteria to call students for next round of interview and WSAT.
After CAT exam every college in which you have applied including IIMs makes a merit list to call students for next round based on your aggregate score which comprises of many factors such as CAT marks, 10th 12th and graduation percentage, work experience, engineer or non engineer with different weightages for different colleges. Then after 2nd round again a new merit list is made including interview and WSAT marks which along with CAT exam marks generally have highest weightage.

Yes there are sectional cut offs in CAT for a number of institutes. For old IIMs the sectional cut off is 80 percentile. This is not there for new IIMs. Some other b-schools might also have such kind of cut offs. The best way to know about these is to go through the websites of these institutes where it is usually mentioned if there is such a cut off.
