Domicile requirement is not a criterion to give the exam but having a domicile gives you an advantage in certain states where NLUs have reserved seats for people from their state. For example, Gujarat National Law University provides seat quota for Gujarat domicile, as well as few seats reserved for people from North East, Jammu & Kashmir etc. HNLU, NLIU, NALSAR all have the state-based quota.
