Does ramaiah clg accepts recommendation letter from ap cm?

A different and obviously a difficult question to answer.

Maybe yes , they accept it but they are not going to give scholarship or reduce the fee on any cost. I would give it a 20% probability.

Maybe no, why would they accept a letter of recommendation from a cm of different state. This has got a 80% probability according to me.
