No , the bond states that you have to serve for 5 years in the hilly areas of Uttarakhand , if you are doing MBBS from the state. If you are failed to serve in the areas for 5 years , then as an amount of penalty , you must give Rs. 10 crore to the Uttarakhand government. This money is not security fee , this is the penalty fees.
