Dear Sanjana, Domicile certificate or residence certificate is a necessary legal document for proving that a person is having a residence in a particular state. Domicile certificate of Delhi is issued by the Department of Revenue, Government of NCT. Domicile certificate allows a person to claim multiple facilities and schemes provided by the Delhi Government to its residents.
There is also certain eligibility criteria for this -

Applicant must be a resident of Delhi for the past three years.

Applicant must own a house/property/land in Delhi.

Applicants name should be included in the voter list.

Female applicants can apply for the certificate if they are married to a person from Delhi.
-
In the case of minors, the certificate is issued based on their parents residence.

Domicile means you or myour Mother father is belons to that particular State..
There are certain Eligibility criteria to get Domicile certificate..You can check it By typing simple"Domicile certificate criteria in delhi" on Google..
Normally If your birth , schooling or Graduation done from that particulat state then You are domicile of Thet state.
