English is optional subject in up board in 11&12 class so in place of english i take computer sci. So sir i am eligble for neet ??

Sorry but for neet you need English as a core subject and not a optional subject.
Candidates must possess the qualification marks for English, Physics, Chemistry and Biology individually.

For the general category candidates, it is 50% marks in aggregate in Physics, Chemistry and Biology in the class 12thexam

For the candidates belonging to SC, ST and OBC categories, the minimum mark is 40% in aggregate in the class 12thexam.

Students with physical disability in lower limbs, 45% marks for the general category and 40% marks for the reserved category in Physics, Chemistry and Biology are required.

No you shall not be eligible as English has to be core subject in both 11th and 12th and also must have 50%aggregate marks in PCb in 12th from recognised University for general category to get eligible for NEET UG 2019.
