Yes.
Econimically Weaker Section comes under a subcategory of people belonging to the General Category who has an annual family income of less than 8 lakhs and who do not belong to any reserved category such as OBC/SC/ST(central list). If an EWS candidate's annual family income is above the prescribed limit(Rs. 800000), then he/she will be recognized as a candidate from General category and not from EWS category.

EWS quota is applicable only for those people who are not enjoying reservation in any means . So if you are from OBC or SC or ST category you are already enjoying backward class reservation so you cannot be a participant in the ews reservation.
But all the gen can not apply becoz it has certain cond. Like
Parents anual income under 8 lakhs.
His family must not own more than 5 acres of agriculture land.
The residential flat area should be below 1000 sq ft.
