But you can not be 100% sure as cut off varies from year to year.

Yes you have moderate chances of getting a govt seat with these marks. However one cannot be 100% sure as every year the cutoff trend varies due to the competition level. So just hope for the best.
You can surely get a private college if you wish to join so it all depends on you
