FAILED in collage time two semesters now I am preparing for upse exam ......???.....

Look, You will have no relation with failing and upsc examination until and unless you have passed your graduation without any backlogs pending
.
Eligiblity for UPSC examininations:-

• A candidate must be passed graduation from recognised board
• Candidate in final year can also apply for the examination
• must have atleast 50% in there graduation
• Age must be in between 21 to 32 and age relaxations will be there according to your category
• Candidate must have a proof of passing there graduation

So, see that instead of having backlogs you will maintain a standard grades. Your degree grades will just be useful for being Eligible for examination, and the score of UPSC examination decides your career

So, whether you are asking that you can Prepare or not?? or you are asking that are you eligible or not?

In bot the cases yes, If you have failed in 2 Semesters then it does not matter. Only thing matter is your Degree which you will have to show at the time of Interview.
