You said that if x has 1.4 lakh all India Rank and 62,000 category rank then both ranks will be considered for counseling. As per the rules of Medical council of India, there are some seats reserved for the other backward cast category. So if a candidate belongs to OBC category,he will get 2 ranks like all India rank and category rank. He will get advantage for his category rank. But both ranks will be considered.
