Percentile is introduced in this year itself by NTA. But according to my knowledge the rank you got won't be able to get you an NIT seat although you are from obc category. the seats in B.Arch  stream are less in NITs and the cutoff are very low about 2000 rank .

According to al the information you have provided about your percentile and NTA score, it will still be quite hard to say if you'll get any seat in NITs. This is because the cut off trends tend to change each year and same is expected for this year. However, after seeing the past year cut offs it will be hard for you get into your desired college. But, you can still hope that you'll get a govt. college.
