Hello I have got 75 percentile with rank 229415 in jee mains and I am belongs to BCD caste. Can I apply for josaa Counciling??

as you mentioned your jee main score is 75 percentile and jee main rank is 229415 . you must apply for counselling if you want to take admission in any college.
but if you want some top college you will need to attempt next year with more effort . so that you score more
