Hello if I am targeting for 17 to 18 question in each section of cat 2019 then what are chances that my percentile will be 95+

In CAT, accuracy level matters a lot. Attempting no. of questions is not a big deal, attempting them correctly is a big task. As you said, if you can attempt around 55 questions with 100% accuracy you will score 95 percentile very easily.
So try to increase your accuracy level. Take mock tests as many as possible. This will help you a lot.
