Hello sir, basically my current domicle is UP but my sc certificate is from west bengal can my sc certificate is applicable for UP state Q

There are 2 caste lists. One is Central List and another is State List. If the caste that you belong to is also considered under SC Category in both West Bengal and UP, you can submit your Wesr Bengal SC caste certificate for UP State Counselling. If not, you may have to get a UP State SC certificate.
