By clearing JEE mains cut off you can take good government colleges but it is not the only point there are many private and government colleges which provide admissions even with low marks. Don't lose hope you can easily get inside in a engineering college in bihar low JEE marks.

If you are not able to make the cut off of JEE MAINS then you will not be able to get admissions in government institutes but it's not the end there are many private colleges in which you can pursue your engineering in your desired stream
Government also provide subsidies on basis of cast
And income if eligible you can get a subsidized seat with relatively less fees
