For announcing an ranking in Gate they consider only Gate score.

Answer

The admissions are completely based on Gate score as it does not include UG percentage so kindly work hard so that you can easily get into IITs but if you want to apply for PSUs once the Gate exam is clear then most of them would be asking for 65% in graduation as an eligibility criteria to apply there.
