hello ! what does it mean until cutoff goes down. I scored 53.6in 12th and my pcb aggregate is also 53.6only o belong to UR category. dies my application gets rejected?

Cutoff going down means that the minimum marks or rank required for qualification of the exam is lowered or made less. Suppose earlier the cut off was 90%tile and later it was made 85%tile, then we say the cut off went down. To be eligible you need to get a minimum aggregate of 50% in your PCB . Since your aggregate is 53.6% you will be eligible and your application won't be rejected.
