Yes, you can apply for IIT JAM 2020.
Any candidates who have passed their graduation or due to appear in the final year examination of graduation can apply for IIT JAM 2020 .
Even the candidates who have obtained B.Sc. degree through Distance Education/ Correspondence Mode and are desirous of admission to M.Sc. Mathematics or M.Sc. Physics programmes of IIT Madras will have to appear for an additional interview.
For GENERAL & OBC (Non-Creamy Layer) Candidates:
First class marks or min. 55% aggregate marks, without rounding off, in qualifying degree.
For SC/ST/PwD Candidates:
Second class or min. 50% aggregate marks without rounding off, in qualifying degree.

If you are a third year student of B.Sc you can surely apply for JAM 2020 itself. Infact it would be beneficial for you to know the exam pattern atleast if you don't clear also. However, you need to score 55% aggregate in your undergraduate studies.
Can I know why you aren't eligible for JAM 2020 so I can see whether it is applicable for the next year too?

There is no need to feel ashamed to accept your weakness and seek help. That is the essence of the preparation time. Talk to your college teachers or coaching teachers and clear your doubts without feeling ashamed. Also practice well to increase your speed and get the hang of tricky questions.
