Hello Shubham, NIOS students are allowed to write NEET exam. This year it is July and still Round 1 of Counsellings are not completed. And you will need the pass certificate atleast by the time of admission. So, though it is difficult to say what might happen next year. But hoping for the best still register for NEET Counselling next year.

As you are a open schooling student, you can not appear in NEET.
This Examination allows regular students only.

You can not appear in counseling with out higher secondary examination result.

It is a very important document.
