HI. I got 68.82%ile in JEE MAINS 2021 my rank is 299189 and my SC rank is 20020 I am eligible for JEE advanced by SC KOTA but I am not confident to pass ADVANCE so can I get any government college based on my JEE RANK? I want to do B.TECH at any cost please guide me to get into any college.

As the category wise cut-off NTA score for JEE Advanced for SC candidate is given as 48.88 percentile and you score more than that so you're eligible for giving JEE Advanced. As you are not pretty sure about JEE Advanced you can also get admission with your JEE Mains result. And there's many colleges that you can opt with your rank and category. Just explore youtube for your help and you also make use of college predictor tool out there. You can go with the state counselling for getting more chances of seats.
