Hi I have got 220 marks in the neet 2019.will i be eligible for counselling? if so then will I be able to get paid seat in private medical?

As you have less marks in neet 2019 to get you a government medical college but surely you can get a private medical college as you will qualify the NEET exam.To get a private medical college you have to fill the form for that medical college.
