Hi, iam from cse branch and m getting 39.03 in gate 2019 and belong to SC category. Do i have any Chance over IIT's ?

Seems you have done well in the GATE exam. before discussing the cutoff marks lets have some basic discussion about this year's GATE Exam. Considering your expected marks and your category with expected score will be around 405-410 and rank will be around 7800-9600.chances are more in NIT over IIT's. You will get high-quality education there also. You can choose the core branches there.
GATE 2019
GATE stands for Graduate Aptitude Test Engineering. Every year it is conducted in the month Feb/Mar. This year the Exam was taken by IIT-Madras. It was conducted on February 2, 3, 9 and 10, 2019 in computer-based mode. The results will be out on 16th March on the official Website. You will get all the details there discussed elaborately.
CUTOFF
Candidates have to secure minimum cut off marks in GATE for admission to ME/MTech program in IITs and NITs and other participating colleges. The Cutoff will vary from institute to institute. The cutoff marks determine whether the students get qualified or not for the exam. IIT Madras will release the cutoff marks after the declaration of results.
The cutoff will be available in the form of marks.
The scorecard of GATE will be issued to only those candidates who score equal to or more than the qualifying GATE 2019 cutoff.
The qualifying cutoff of GATE 2019 will be subject-specific, meaning the cutoffs will be different for different subjects.
The scores will be valid for 3 years from the date of announcement of the results.
GATE 2019's Expected cutoffs are stated below:-
GENERAL 25
OBC 22.50
SC/ST/PWD 16.60
This expected cutoffs may vary depending upon the factors which determine the cutoffs.
IIT DELHI
Expected Cutoff Marks: 73-81
The above-mentioned marks are for direct admission. in case of admission after the interview, the cutoffs are some less. But still, you have secure more than 70 marks at least to have a chance.
IIT KHARAGPUR
Expected Cutoff Marks: 70-75
The above-mentioned marks are for direct admission. in case of admission after the interview, the cutoffs are some less. But still, you have secure more than 68 marks at least to have a chance.
IIT MADRAS
Expected Cutoff Marks: 71-75
The above-mentioned marks are for direct admission. in case of admission after the interview, the cutoffs are some less. But still, you have secure more than 69 marks at least to have a chance.
IIT KANPUR
Expected Cutoff Marks: 70-72
The above-mentioned marks are for direct admission. in case of admission after the interview, the cutoffs are some less. But still, you have secure more than 68 marks at least to have a chance.
IIT MUMBAI
Expected Cutoff Marks: 76-83
The above-mentioned marks are for direct admission. in case of admission after the interview, the cutoffs are some less. But still, you have secure more than 72 marks at least to have a chance.
IIT ROORKEE
Expected Cutoff Marks: 52-67
The above-mentioned marks are for direct admission. in case of admission after the interview, the cutoffs are some less. But still, you have secure more than 52 marks at least to have a chance.

Chances are more for NITs and definately you will get core/Parent branches .But if you look for IITs you may have to take interdisciplinary branches.
You may apply for MS or PHD at IITs.There are chances that if you are not geting in first few rounds you might get until last rounds.
