If it is coming that you are not permitted to register than in that case there is some problem in form filling process.
You need to recheck your procedure and fill the form carefully .Also there could be a problem in uploading of documents which you need to recitfy yourself .You may consult a cyber shop that fills student form , they can check your form and identify the mistakes well
