The NEET eligibility criteria says only Indian nationals or Overseas Citizens of India can take the exam. It does not have any mention of foreign nationals.
At the present scenario, there are many cases being reported asking the foreign students to leave the college after their admission has been completed.
The overseas candidates can come through nominations. We have foreign students from Maldives and Nepal. But these are nominated candidates and not coming through competitive examinations, so their situation is different, Medical Superintendent of Safdarjung Hospital Dr A K Rai said.
AIIMS conducts its own entrance examination and, therefore, foreign students admitted at its Delhi campus will not be affected.

He needs to give NEET entrance as he is eligible if he comes under Indian Nationals, Non Resident Indians (NRI‟s), Overseas Citizen of India (OCI‟s), Persons with Indian Origin (PIO‟s) & Foreign Nationals category.
Also, the registration are on till 9th- March so he can fill up the form, crack the entrance and participate in counseling as this is scenario to get seat in MBBS in India.
And if you talk about the fee structure then it varies college and university wise so this is quite difficult to provide you a generic figure.
