Hi,
Well since you must have registered on the portal for the counseling process and have submitted all the details required. If you did that and still you didn't find your name in the provisional list then you should email the authorities once and enquire about the same to clarify why this happened. There has to be a problem on either side of the process. Just contact them once and see what explanation they have for this.
