For preparing the cutoff for both the Home State and Other State categories, the competent authority will take into account factors like number of seats available, the number of applications received for admission and the rank of the candidates. Considering these factors aren't fixed, there is no guarantee that the cutoff of one list be lower and the other would be higher.

In for example, there are more number of candidates in your state vying for a particular branch it can take the cutoff higher.
