You need to sign up or create an account before paying but you must make sure that your billing country to India. CFI will automatically provide regional pricing based on your billing country, if you're eligible to get the pricing in India, you'll see a discounted local rate to register. However, if you do not see a discounted local rate, you can contact their support team with a request to confirm you were eligible for regional pricing.
