Yes you can change your preferences in Upsee counselling 2019, though it has fix schedule and throughout the whole process there are some steps for each and every round counselling,here we are mentioning them .

• Seat allotment

these are the fix steps for each and every  round counseling you can change your preferences in choice locking phase in the next round you will get your preferred seat

See the way the counselling procedure of UPSEE works is that after each round there is a window for fresh application and refilling of choices for subsequent rounds. But it is only for those who haven't recieved allotment or have withdrew their seats in the previous rounds. So if you were alloted any seat in the previous round, you cannot edit your preferences unless you participate in the Spot round where you enter fresh choices.

After you have recieved the result of a counselling round of UPSEE, you just have to go to the choics filling option and edit your choices however you like them. It's just like you have done before the first round. I hope this information was helpful to you!
