How can we be a freelancer writer .? Any courses or degrees are needed to be that?

To be a freelancer writer, you need to understand that you should be an expert in the language you'll be writing. Someone with a degree in English honours or mass media is preferred since they are known to have skills required to be a writer. You need to be creative and there are few software that are needed to be learnt to write. Otherwise with just basis of skills you can start with small jobs and with good experience and published work, you can get enough work as a freelancer writer. Important is that you apply at a lot of sites regarding it.
