Basically the cut off depends on how the students perform. There is no pre decided marks or rank. Students make their own cutoff, sectional as well.
And so as the incoming marks gets them rank both ALL india and category rank.
Talking specifically about JEE MAINS then the state and all india open will have national reservation policy. But only those students will be egligble for the state quota who has appeared the exam from the respective state.
