Counselling is conducted by both the cbse which is by all india quota (15%) and also by state quota (85%). You have to register by filling a choice filling form ,if you want to attend counselling and if you are eligible for that too.
Moreover, in the form they will ask your prefrence for colleges and then acc to your rank they will allot you a seat( if you get that ).
