Hope you are doing great. It is the most crucial step in the admissions process for a medical or IIT college. Your documents will be verified at the medical college where you selected your seat through the All India Quota system. The government of the relevant state conducts document verification when it comes through state quota.
Mark sheets and certificates of completion (Mark sheets of the 12th Class Examinations) Proof of Birth Date (Certificate of 10th Class or Certificate issued at the time of birth.) IIT JEE Main and/or other entrance exam score report. Caste certification from the appropriate authority (for SC/ST/OBC candidates).

From what I can infer from your query, I would like to tell you that Domicile verification during Counseling process is don't just on the basis of certificate that the student produces.
One has to produce a valid and legal DOMICILE CERTIFICATE which states that the person is the Domicile holder of that particular state. This certificate is enough to legitimise persons claim of being a DOMICILE holder of that state and hence the verification is done.
