The people who score the same marks in CLAT can have different ranks. CLAT has given guidelines beforehand on how it will decide the ranks. The Legal Aptitude section has a lot of weightage in CLAT. If two candidates score the same marks, the one with higher marks in legal aptitude section will have a higher rank than the one who scored less marks, so as to make the procedure of counselling more convenient.
If they score same marks in Legal section too, then the ranks and given according to the age. And if their age is also the same the ranks are decided on the basis of conputerised draw of lots.
Hence people with the same overall marks have different ranks.

As you have asked that what is the calculation process of rank and how it is decided. So here is the formula by which you can calculate the rank.
CLAT Scores = Total numbers of Correct options*1 - Total number of incorrect responses*0.25 National Law University has prepared a provisional merit list on the basis of CLAT results 2019. On the basis of this CLAT merit list, candidates will be called for counselling. Counselling of CLAT has started from June 14 with payment of counselling fee. If a candidate does not score the minimum marks required to get a seat in an NLU, he/she can use the CLAT result 2019 to secure admission in the other colleges that accept CLAT scores.

As per my analysis of CLAT 19 results and tge first allotment list, RMNLU Lucknow has closed its SC category, UP domicile at 10864 rank.
Your chances of getting into RMNLU are negligible. Even in the upcoming allotment lists, the ranks are not expected to fall upto 17000-18000s. There is a huge difference in your AIR and ranks in the first list.
But you should not lose hope, and look for other colleges and universities that may provide you admissions at this rank and good opportunities to learn and grow.
