For getting good branches I am giving you rough idea. I will explain in term of general rank. And there is not much relaxation to OBC, just you can get relaxation of 3-4k rank for OBC.
Now, for CSE at top NITs, rank under 5000 is necessary and for OBC under 1000 in their list. You can get CSE in any college till 12000 rank in general category. After that upto general 17000 you can get core branches at top NITs and upto 25000 in average NITs.
