Yes, you can apply for a admission in other state through counselling . During online counselling, you have to apply under Deemed University section in MCC website. The college allotted to you will be based on your NEET score, your preference list and the availability of seats.

You cannot participate in other state's counselling unless you satisfy the domicile criteria set up by the government of that state. For example to Maharashtra State Couselling one need to fulfill these criteria:
Maharashtra State Candidature Type A:
- The candidate should have passed their 10 and 12 from the state of Maharashtra.
- The candidate should have a domicile certificate from the State of Maharashtra (should have lived there for a period of 10 years), or a birth certificate mentioning the place of birth in Maharashtra.
Maharashtra State Candidature Type B:
- The candidate should have passed their 10 and 12 from the state of Maharashtra.
- The candidate’s father or mother should have a domicile certificate from the State of Maharashtra.
Maharashtra State Candidature Type C:
- The candidate should have passed their X and XII from the state of Maharashtra.
- The candidate’s father or mother should be a Govt. of India employee or Govt. of India undertaking, who is posted and reporting to duty in the State of Maharashtra.
Maharashtra State Candidature Type D:
- The candidate should have passed their 10 and 12 from the state of Maharashtra.
- The candidate’s father or mother should be an employee of the Govt. of Maharashtra or Govt. of Maharashtra undertaking.
Maharashtra State Candidature Type E:
- The candidate should have passed their 10 and 12 from a recognized Institution from the Maharashtra- Karnataka border.
- The mother tongue of the candidate should be Marathi and they should have a domicile/ birth certificate from the Maharashtra-Karnataka border area.
However there is no limitations to participate in All India counselling through which you can get admission to 15 percent of the total seats provided you cleared the required cutoffs. The fee structure in both the cases will be same most of the times but sometimes may differ from institution to institution.
