Hello aspirant,
To secure MBBS seat in any government out side of your state you need to apply through all India quota for NEET-UG. You have to apply through Medical Counselling Committee (MCC) portal. If you have domicile certificate for that particular state, then you can apply in the state counseling procedure as well.

Dear aspirant,
For getting a government seat in another state , you need to participate in AIQ counselling by MCC.
All government colleges in India get their 15% seats filled through AIQ counselling in which student of any state can take admission in other state government colleges. Last year cut off for AIQ for unreserved category was around 595.
