If you're from states other than J&K ane Andhra Pradesh then you're eligible for the AIQ Counseling.
There's no special procedure for this. Keep yourself updated, look for news related to NEET UG Counseling. Once the counseling begins, you'll be provided an online portal through which you can apply for various colleges.
You need to fill the required details online and you'll be proceeded further. It's not a one day counseling schedule. It goes on for a couple of weeks. I hope this helps you, good luck!
