Since the last date to apply for NTSE Haryana is over, I'm afraid you will not be allowed to apply for the exam. However, you can contact the NTSE State Liaison Officer of Haryana and check if you stand a chance to appear for NTSE 2019. The officer details are given below:

Last date for Haryana NTSE applications fkrm already passed and no official update shared as to if you can fill form in offlinemode after deadline . You need to simply contact NTSE officials if this is allowed as offline forms are available from liasion officers or colleges.
