There are two channels for admission to medical colleges based on NEET scores. One is through central counselling conducted by DGHS (on behalf of MCC).
DGHS will conduct counselling for 15% All India Quota seats and all seats of Central Universities, Deemed Universities, and AFMS.
The second channel is through state counselling conducted by respective states. But please note that you can't simply apply to any state, but for only that state which you are a domcile of.

After you qualified your NEET exam , you can join medical government colleges either
1 through state counseling where domicile is must for government quota seats in government colleges
2 or through counselling of 15% of all india quota seats where no domicile is required.
The counselling process generally begins with online registration process or according to alloted colleges as per merit list.
