Hello Nidhi,
The EWS quota is announced in West Bengal in July 2019 only. So its implementation might take some time and hence it is clear that NEET 2019 candidates will not be able to take its benefit.
Also almost half of NEET 2019 counselling process is complete so the chance become even less.
