In order to initiate your preparation for UPSC you need to be acquainted with the syllabus, so the first thing which you should do is to download it from the official website of UPSC and go through it, it's very important to learn it by heart, the reason being the syllabus of UPSC is humongous and you have to be aware of the fact that what to read and what to skip, so this is vital step of preparation, also have an integrated way of approach while preparing what I mean is don't think let me clear prelims first the  I'll prepare for Mains, it doesn't work like that manner and moreover as per recent years UPSC also has been framing Prelims questions based on Mains syllabus so in case you don't have any idea about Mains syllabus you'll falter in Prelims, so take the required caution here,next comes reading newspaper this is equally important for an exam like UPSC, it has great relevance in prelims, mains as well as interview(yes, even if you qualify Mains don't stop reading newspaper, there are good amount of questions asked from current news of national and international importance pertaining to various domains), you can start with The Hindu, this is the best option other than this you can also go for The Indian Express which is equally good option. Writing mains is a huge task, for nine paper it requires immense practice along with knowledge. So, you have to start practicing answer writing in advance, even in a little way, There are many sites which provide questions on daily basis you can avail that. Try to give a holistic viewpoint while answer writing by providing political,economical and social aspect. You can get topper's answer sheet from various sites, try to analyze and study them minutely, you'll get an ideas about what to write, how to express and present viewpoint in organized manner.

Practice previous year question paper which you can get from the site of UPSC,in addition mock papers, and test series which you can get it from any of the sites exclusively dedicated to UPSC, it's highly recommended in order to evaluate your progress, these are to be done in later period of time of course, as you'll be in your graduation period hence make it necessary to acquaint yourself with the syllabus, start newspaper reading on a daily basis and go through NCERTs, these are few of the basic yet important step for UPSC preparation part.

*Make a routine or a time table and  keep short breaks of 20 to 25 minutes after every 2 hours

*Read newspaper daily and keep yourself updated with the current affairs

*Choose your optional subject wisely , choose the subject you have interest in.

*Make short notes after completing each chapter

*Revise :- there's no point of preparing for the exam if you couldn't recall anything in the UPSC Examination so you should stress on revision as well.

*Solve previous year question papers and mock test papers ;- You should solve these , it will give you idea of types of questions asked and their difficulty level and will help you a lot.

If you are from Arts stream, the efforts lessen a bit as you are aware of the subject content related to History, Geography, Polity, Economics, etc, which are the soul of UPSC CSE.
Start reading newspapers and develop it as a habit-cum-hobby. By the time youll complete your graduation, you will be having a good command over reading newspapers. Along with this, start any good monthly magazine, like Chronicle, Pratiyogita Darpan, etc. They will give you some extra information which you might have missed in the newspapers.

If you are from Commerce background, you need to focus on subjects like history, geography, etc. You can fully rely on the NCERT books for these subjects. If good at commerce subjects, go with it as your optional.
Rest remains same as discussed above.

For science stream, if you are doing a professional course, i.e., engineering or medicine, it would be better if you concentrate more on your field throughout the graduation period, as they demand more time. You can surely start reading newspapers and subscribe to a competitive magazine. It will make sure you remain connected to the happenings around the world. You can start preparing for other subjects like history, geography, polity, etc from your pre-final year or in your final year.

For CSAT, it will hardly take 23 months prior to the exam to have a good command over it as its just a qualifying paper (as per current scenario). So dont take too much stress of this paper as of now.
