Your 12th aggregate is good but sorry to say your rank is too low to get BMS in any of the colleges of DU as for that you need to aim for a rank above 200. You can yourself check what are the cutoffs of college by going through this link, better luck next time.

Yes you are very much eligible for Neet as it's eligibility criteria says,
- To fulfill the NEET eligibility criteria 2019, the candidate must have passed in Physics, Chemistry, Biology/Biotechnology and English individually
- From 2018, it is likely that the NEET eligibility criteria will require candidates to have studied Biology as a core subject in both Classes 12 and 11, rather than as an additional subject in Class 12 alone.
