As you have completed your undergraduated course in Engineering you hold a degree of an engineer.
As you had biology physics chemistry in you HSC and you want to go in medical field now.so,it is possible to go for second degree after one degree or from medical to engineering.
yes you can write neet exam and pursue career in medical this is legal and alott of people do this.

Yes, you can write meet exam.. The upper age limit for neet is 25 years for General and for obc or sc st it's 30 years.. Good luck..

- Minimum of 50% marks scored in PCB in Class 12th
